## Gaps in the current rules

* **Whatever this component actually looks like in the product today is unconfirmed.** With no
  override and no story, its rendered appearance is entirely the underlying primitive's own
  default — elevation, radius, spacing, color — none of which has been checked against, or
  reconciled with, this design language's visual decisions elsewhere.
* **Accessibility behavior — focus handling, ARIA role, keyboard dismissal — is completely
  unverified within Titan.** No test exists to confirm any of it.
* **Whether any application in the product actually uses this component directly is unknown.**
  There is no `utilization.md` for it and no source file within this package's own components
  imports or wraps it, so its real-world usage (if any) is untracked from here.
* **Whether the product wants a themed Popover at all, or considers this gap acceptable because
  Tooltip and Menu cover the common cases, is an undecided product question, not something
  source can answer.**
